the International Sporting Code (and its appendices), the General Prescriptions
applicable to FIA Championship rallies, the Sporting Regulations of the FIA
Championship(s), the provisions of the National Sporting Regulations (AŠ 2005
and HAKS and their appendixes) which comply with the FIA regulations and these
supplementary regulations.

Details concerning the co-driver can be sent in up to Thursday 01st
October 2003 at 16.00.
If this application is sent by fax, the original entry form must reach
the organiser no later than one week after the close of entries.
Competitors and drivers who wish to take part in an international
competition organised abroad can only do so with the approval of their own ASN.
24h after closing datefor ebtries organiser will senf entry list to the
FIA and ASN.
After the close of entries, the organiser will send to the compatitor a
written acknowledgement of receipt. This does not imply that the entry has been
accepted.
The number of entrants is fixed at 90. In case there are more than 90
entries, the lack of competition experience will be used as grounds for
rejection. It is left to the discretion of the organiser to decide which of the
drivers will be accepted.
3.4.1 Production Cars, Group N

A minimum number of five starters per class are admitted. Should this
number not be attained, the competitors in the class concerned are admitted in
the next class up of the respective group. Shuold the number of entries exceded
90, the organiser reserves the right to exclude individual classes from the
rally.

3.5.1 The addition of sump or
chassis guards is allowed in all cars.
3.5.2 Mud flaps are permitted
according to Appendix J Art. 252.7.7.
3.6.1
Entry fee with the optional advertising

Competitors not carrying the organiser's advertising must notify this
on their entry form.

Entry fee will be refunded in full:
a)
to candidates whose entry has not been
accepted
b)
in case of the rally not taking place.
Organisers may refund 50% of the entry fee to those competitors who,
for reasons " force majeure" (duly certified by their ASN), were
unable to start in the rally. With the request of entry-fee refund, the
competitor must send the organiser a certificate of "force mejeure"
given by own ASN.
The rally insurance policy of organizer guarantees the competitor cover
all property damages caused during the special stage towards third parties in
sum of 3.000.000,00 SIT. All drivers drive in any case at their own risks.
Competitors and drivers are responsible in civil in criminal law for all
damages caused by them or their cars out of special stages. Cars registered in
foreign countries must hold International Insurance Card, which should be
presented at scrutineering. The organizers do not take any responsibility for
the losses and damages in regard to competitors.
The organiser
declines any liability concerning the consequences caused by any fraudulent
action taken by the competitor, may this be against the rules and regulations
of the rally or against the laws of the country.
Advertising of
tobacco, tobacco products and imitations and also smokers' requisites is
forbidden according to the Slovenian legislation on cars, competition and
service equipment and on the team members' outfits. Advertising of alcoholic
beverages is restricted in accordance with Slovenian legislation. Should the
competitor be found in breach of this legislation, it may lead as far as
exclusion.
Competition
numbers, rally plates and advertising shall be affixed on the car before the
scrutineering. Competitors accepting the organisers' optional advertising must
reserve the spaces for it according to the Appendix I.
The control of
drivers' helmets and equipment will take place at the scrutineering, according
to the time schedule denoted in entry confirmation. The helmets will have to be
FIA standards listed in technical list N°25 of Appendix J. Drivers' overalls as
well as flame-resistant balaclavas, socks, shoes and gloves (optional for
co-driver) have to be homologated to the FIA 8856-2000 or FIA 1986 standard and
must be worn on special stages according to Appendix L, Chapter III, Article 2.
6.2.1. Plates
The organisers
will provide each crew with one set of rally plates, which must be affixed to
the front and rear of the car for the duration of the rally. The front plate
must under no circumstances cover, even partially, the car's licence plate.
Such an infringement will result in a cash penalty of EUR 170,00.
6.2.2 Competition
numbers
The competition
numbers supplied by the organiser must be affixed on both front doors, during
the whole rally.
Starting from
saturday, September 27 th 2003 at 08.00 to 12:00 the reconnaissance material
will be available for competitors at the Rally Secretariat. When signing for
the material the competitor must give the organiser an information sheet
including details of the reconnaissance car, mobile phone number and/or place
where the competitor is accommodated. The ID badges must be attached on the reconnaissance car on the windscreen
( up in the middle) and on the left rear side windows and kept visible for the whole duration of the reconnaissance
period. A maximum speed limit of 90 km/h is imposed on all special stages
during reconnaissance unless a lower limit is indicated by traffic signs or by
signs placed by the organiser. The competitors must drive in a manner that does
not endanger or inconvenience other traffic or people living near the stages.
The organiser will control speeds used as well as the manner of driving during
reconnaissance. Also the police control
along the route and will penalise of traffic infringements according to
Slovenian traffic Law.
Each competitor
must mark on the entry form, on which date they will reconnaissance. Crews are
allowed to drive throug each super stage for 3 times. Marshalls will check this
at the start of special stages.
6.4.1 The reconnaissance of the
SS 2,4 (Mesto Idrija), that will take
place in an area specially set up for this purpose, will be defined in
Bulletin, which will every crew get at picking up the road book.
6.4.2 The reconnaissance will
be possible on Saturday 27 th September 2003 from 12:00 to 21:00 or on Friday
03 th October 2003 from 08:00 to 17:00.
Each competitor
must mark on the entry form, on which date they will reconnaissance.
6.4.3 The road book will be published on Saturday 27 th September 2003
(to those competitors, who have duly entered in the rally). If a competitor is
found on roads used as special stages in the rally in any other time according
to article 6.4.2, will not be allowed to start the rally. In case of a foreign
competitor, his ASN will be informed for further measures to be taken. Traffic
on special stages will regularly be checked by the organisers and also by the
police.
6.4.4 Schedule
The crews are
not allowed to drive in the opposite direction of the rally on the special
stages, unless given particular directions to do so by the organiser, their
representative or the police. A detailed reconnaissance schedule will be given
in the competitors' information kit. Competitors must stay in contact with Rally
Office in order to receive any additional weather and other information.
6.4.5 This
being reconnaissance and not practice, and where all Traffic Laws are to be
fully
respected,
reconnaissance cars have to be covered by insurance as required by the law, no
responsibility being imputable to the organisers.
6.4.6 Reconnaissance
cars
All
reconnaissance operations, for all crews, may only be carried out using series
production cars complying with the specifications defined in Art. 14.3 of the
2003 FIA Rally General Prescriptions.
6.4.7 Any driver who is
currently or who in the last two years has been included on the A or B seeded
list, or any other driver designated by the FIA, taking part or intending to
take part in a rally, who wishes, after publishing the road book, to drive on
any road which used for a special stage in that rally, must notify the
organiser beforehand of his intention of doing so and must obtain the
organisers' written permision must forthwith be sent to the FIA. Any failure to
respect this rule shall result in the drivers being reported to the Stewards
who may apply penalties.
Any
infringement of the reconnaissance regulations will be reported to the Stewards
who may apply penalties under Article 152 of the Code. Further, the Stewards
may report the competitors concerned to the FIA for possible further sanctions.
In any case,
organisers must forward to the FIA the names of each competitor and driver
committing an offence, in order to monitor regular offenders.
The maximum
lead content allowed in Slovenia is 0,005 g/l.
The installed
extinguishing systems will have to comply with the regulations of Appendix J of
the FIA (Art. 253.7.) and are compulsory in both A and N-groups. The manual
extinguishers are compulsory in both groups. First aid kit, and triangles to be
used as a warning for following cars in the event of road blockages are
obligatory in every car.
If a driver
taking part in a rally is involved in an accident in which a member of the
public sustains physical injury, the driver concerned must report this to the
next radio point as specified in the road book and signposted on the route
according to Article 2.5. of Appendix IV of the FIA General Prescriptions.
If he fails to
observe this rule the stewards of the meeting may impose on the crew
responsible a penalty, which may go as far as exclusion. The Slovenian laws
must also be complied with in relation to procedures at accidents.
It is forbidden
to participate in the rally under the influence of doping. The crewmembers are
obliged to submit themselves to any possible anti-doping tests. The forbidden
substances are listed in the FIA International Sporting Code, Appendix L, Art.
4.1.2.1.
Throughout the
rally, the official time will be that of the talking clock of Slovenian Telekom
(Phone 195).
The cars will
be started on Saturday 04 th October 2003 at 15.01 from Idrija. All cars
authorized to take the start of the 1st leg must compulsory enter at the
starting Parc ferme, located on Mestni trg between 14:15 and 14:45 on Saturday,
October 04 th 2003. Any late arrival after 14:45 shall be penalized with 5.000
SIT per minute or fraction of a minute. Attaching a sticker with the
text 'min' in the upper right hand corner of the windscreen will mark cars that
start with 2-minute intervals. The sticker will be changed / removed after each
leg. The interval between the start times:
- on leg I is 2
minutes for N drivers, and 1 minute for all other drivers
- on leg II is
2 minutes for N+5 drivers, and 1 minute for all other drivers.
N is number of
FIA priority drivers at the start of the rally.
At the time
controls 4C the crews are authorised to check-in before given time without
incurring any penalty.
Crews, which
will have to do final scrutineering, must follow organizers car to AVTOHIŠA
MPI, Vojkova 14, Idrija where final scrutineering will take place.
After the
marshal on the start hands over to the crew a time kart with the starting time
entered, he will count down aloud 30sec -
15 sec - 10 sec till start. Last 5 sec he will countdown 5 - 4 - 3 - 2 -
1 with fingers. Crew should start when marshal stop counting down. Crew must
start in 20sec.
For special
stages timing will be completed to the tenth of a second.
In compliance
with the General Prescriptions of the FIA Rally Championships for year 2003,
Articles 12.1, 12.2, 12.3 and 12.4
In compliance
with the General Prescriptions of the FIA Rally Championships for year 2003,
Article12.6.
Refuelling of
competing car outside the refuel zones, established immediately after the
service parks, is not allowed. Refuelling zones will be marked in road-book.
Failure to
comply with Articles 7.6 and 7.7, noted by the rally officials, shall result in
a penalty applied by the stewards which may go as far as exclusion.
8.1. Sum
of the protest fee set by the ASN: EUR 120,00
8.2. If the protest requires
the dismantling and the reassemble of different parts of a car, the claimant
must pay an additional deposit:
8.2.1 For protest involving a
clearly defined part of the car (engine, transmission, steering, braking
system, electrical installation, bodywork, etc.) EUR 900,00
8.2.2 For
protest involving the whole car EUR 2.000,00
8.3. The expenses incurred by
the work and by the transport of the car shall be borne by claimant if the
protest is unfounded, or by the competitor against whom the protest is lodged
if the claim is upheld.
8.4. If the protest is
unfounded, and if the expenses incurred by the protest (scrutineering,
transport, etc.) are higher than the deposited amount, the difference shall be
borne by the claimant. Conversely, if the expenses are less, the difference
shall be returned to them.

11.2. In order to receive
prizes/cups drivers or entrants are obliged to participate in the prize-giving
ceremony.
11.3. Should prize winners fail
to turn up at the prize giving ceremony, they shall forfeit their right to any
awards and they shall be subject to a fine (see chapter XII).
11.4. The prize winners must
prepare themselves for the presentation of their cars at the prize-giving
ceremony.

easily be identified by special badges and orange tabard. We shall be present
at administrative and technical scrutineering on 02nd October 2003 and
introduced to each crew. This Appendix II shall be posted on the Official
Notice Board at Rally Headquarters.

Slovenian drivers and
drivers from R Slovenia and all other

Slovenian drivers must in any case drive with licence
of AŠ 2005, or with licence of foreign ASN when AŠ 2005 give permision to start
the rally.
